Dear Alliance for Clean Texas Friend,
We are interrupting our normal Friday schedule of alerts to ask if you can contact your local Senator in support of SB 1046 which may be scheduled for a floor vote this week.
SB 1046 deals with the funding for Texas Emissions Reduction Plan (TERP).
TERP is the state's flagship program for lowering ozone emissions by helping metropolitan areas come into compliance with the federal Clean Air Act. TERP provides eligible individuals, businesses or local governments financial incentives to help repair or replace polluting vehicles and equipment. New or upgraded cars, trucks and fleet equipment pollute less, and in turn improve air quality.
The Environmental Protection Agency has tightened its national ozone standards, meaning the state will need every available tool, including TERP, to pursue these updated clean air goals.
SB 1046 continues TERP funding and discontinues the present policy of collecting vehicle fees and depositing them into the Texas Mobility Fund, and then transferring a similar amount of money from the Texas Highway Fund to the Texas Emissions Reduction Plan. This bill eliminates these money transfers and makes the program funding a more direct process.
Tell your Senator to support SB 1046 as written and to oppose the bad Nichols amendment which would remove the crucial direct funding component of the bill language.
Thank you so much for your actions on this important bill this week,
Alliance for Clean Texas Coordinator
